Municipalities and county councils

Sweden has a long tradition of local self-governance, leaving municipalities and county councils free to make their own decisions within frameworks established by the Riksdag and the Government.

Their sphere of responsibility includes health and medical care, social welfare issues, compulsory and upper secondary school, pre-school and elderly care. Consequently, municipalities and county councils play an important role in protecting and promoting human rights in Sweden. SALAR, the Swedish Association of Local Authorities and Regions, represents the governmental, professional and employer-related interests of Sweden's 290 municipalities and 20 county councils.
